Green Park Arms is a section 8 substantial rehabilitation dwelling organized pursuant to the United States Housing Act of 1937, as amended. (US Code, tit 42, § 1437f.) This particular housing program provides for rent subsidies, called tenant assistance payments, to be paid by the Department of Housing and Urban Development (HUD) to the owner, with the tenant paying the remaining portion of what is known as the “contract rent”.
