MEMORANDUM

WISEMAN, District Judge.

Plaintiff instituted this action pursuant to 42 U.S.C. § 1487f, 42 U.S.C. § 1983, 28 U.S.C. §§ 2201-2202, and the Fourteenth Amendment to the United States Constitution. She challenges the policy of defendants Metropolitan Development and Housing Agency [MDHA] 1 and Jack D. Harrington, Executive Director of MDHA, 2 of terminating rent subsidy benefits under section 201(a)(8) of the United States Housing and Community Development Act of 1974, 42 U.S.C. § 1437f [hereinafter referred to as “Section 8”], without providing a preter-mination hearing, and…
