James Wilbur Scruggs entered into a plea agreement providing that he would “cooperate fully and truthfully with the United States, and provide all information known to [him] regarding any criminal activity.” Despite this unequivocal obligation, Scruggs failed to inform the Government of a murder in which he had participated and gave conflicting and contradictory answers to investigators when asked about the…
