United Parcel Service (UPS) petitions for review of an order of the Workmen’s Compensation Appeal Board (Board) reversing the decision of the referee and reinstating benefits to Michael J. Portanova (claimant) pursuant to *628Section 413 of The Pennsylvania Workmen’s Compensation Act (Act).1
