OPINION
EASTAUGH, Justice.
I. INTRODUCTION
Russell D. Carlson filed a pro se complaint in the superior court alleging that his administrative classification hearing, which resulted in his transfer to a correctional facility in Arizona, violated his right to due process. The superior court ruled that his complaint should have been filed as an administrative appeal and dismissed it as untimely. Because the administrative agency did not adequately inform Carlson of his right to appeal his transfer, we vacate the order dismissing the appeal and remand to the superior court for reinstatement of his…
