The Board of Supervisors of Hanover county filed its original petition in this court on November 5, 1953, alleging that George M. Weems, Treasurer of Hanover county, herein referred to as respondent or Weems, had failed to comply with the writ of mandamus issued from this court on the 10th day of September, 1952, commanding him to remove the records, equipment and furnishings of the treasurer’s office from the town of Ashland to the space assigned him at the county seat of Hanover county, and there to maintain the treasurer’s office as ordered by the Board of Supervisors of Hanover county.…
