The County School Board of Tazewell County and the individual members thereof; and the Town of Richlands, its mayor, members of the council and town manager, by two separate petitions, invoke the original jurisdiction of this Court praying that the Honorable Harold F. Snead, judge of the Circuit Court of the City of Richmond, be prohibited from hearing and determining a mandamus proceeding, pending in said court, and also praying that the plaintiffs in said proceedings, namely, the Commonwealth of Virginia at the relation of the State Water Control Board, the individual members of that board…
