OPINION
FABE, Justice.
I. INTRODUCTION
Margret Mullins filed a suit in superior court challenging the decision of the Local Boundary Commission (LBC) to approve a petition for incorporation of the Deltana Borough. She sought to stay the election in which voters would decide whether to incorporate the proposed borough. The superior court denied Mullins's motion to stay the election, and when voters overwhelmingly rejected the incorporation of the proposed borough, the superior court dismissed her lawsuit as moot.
