BACA, Justice.

The attorney general and New Mexico Industrial Energy Consumers (NMIEC) appeal from a final order issued by the New Mexico Public Service Commission (Commission) in its case No. 2146, Part II. The order has been reported as In re Public Service Company, 101 Pub.Util.Rep. (PUR) 4th 126 (1989) (hereinafter Final Order). In the original application for a hearing, the Public Service Company of New Mexico (PNM) sought authority to restructure certain aspects of its organization.
