CARNES, Circuit Judge:
The Supreme Court has vacated our pri- or opinion in this case, Crawford v. Babbitt, 148 F.3d 1318 (11th Cir.1998), and remanded the case to us for further con sideration in light of its decision in West v. Gibson, 527 U.S. -, 119 S.Ct. 1906, 144 L.Ed.2d 196 (1999). See Babbitt v. Crawford, 527 U.S. -, 119 S.Ct. 2363, - L.Ed.2d - (1999). In compliance with the Supreme Court’s directive, we substitute this opinion for our prior one in this case.
