This is an American manufacturer’s protest filed pursuant to the provisions of section 516(b) of the Tariff Act of 1930, as amended. It challenges the collector’s classification of certain imported particle board, in sheets 4 feet by 8 feet, as wallboard within *200the provisions of paragraph 1402 of said act, as modified by the Annecy Protocol to the General Agreement on Tariffs and Trade, 84 Treas. Dec. 403, T.D. 52373, supplemented by Presidential proclamation, 85 Treas. Dec. 116, T.D. 52462, with the consequent assessment of duty at the rate o.f 5 per centum ad valorem.
