STATEMENT OF THE CASE

This is another case in the long gray line of potential clashes between local zoning authority and State environmental laws. This appeal comes to us from the Circuit Court for Queen Anne’s County, which entered summary judgment in favor of appellee, the County Commissioners of Queen Anne’s County (the “County”), and against appellants, East Star, LLC, Shore Sand and Gravel LLC, and David A.
