The defendant1 William Boyce appeals from the judgment of the trial court reversing the approval, by the defendant planning and zoning commission of the town of Stonington (zoning commission), of a site plan application. On appeal, Boyce claims that the trial court improperly found (1) that the plaintiffs had standing to appeal from the zoning commission’s decision, and (2) that the zoning commission had no jurisdiction to take action on Boyce’s site plan application without first receiving a report from the local inland wetlands commission.
