The Secretary of Labor appeals from a final order dismissing a suit for injunctive relief against violations of § 6(d)(1) of the Equal Pay Act of 1963. 29 U.S.C. § 206(d)(1). 1 The complaint alleges that the defendant Allegheny County Institution District (District), operator of the John J.
