This original petition seeks a writ of mandamus directing the State Treasurer to make payments under a computer lease purchase agreement. For the reasons discussed herein, we grant the petition.

On May 1, 1997, respondent, the State Treasurer, entered into a written lease purchase agreement with petitioner, Business Computer Rentals (“BCR”), for a Gateway computer. The agreement contains a schedule of base payments, with the first payment due on May 6, 1997.
