This is a petition brought by Charles T. Douds, Regional Director of the Second Region of the National Labor Relations Board to enjoin the respondent, Metropolitan Federation of Architects, Engineers, Chemists and Technicians, Local 231, United Office & Professional "Workers of America, C.
