MEMORANDUM OPINION

REBECCA BEACH SMITH, District Judge.

On October 11, 1994, Plaintiff, appearing pro se, filed a complaint in which he alleged discrimination by the Department- of the Navy in denying him a promotion to the position of WG-10 Electrician in December 1991. Plaintiff seeks the promotion and back pay. On October 14,1994, Plaintiff amended his complaint to request court costs, punitive damages, and other monetary expenses incurred because of this suit.
