OPINION

RESTANI, Judge:

Plaintiffs contest the results on remand to the International Trade Administration of the Department of Commerce (Commerce) of an early determination of anti-dumping duties imposed on entries of tool steel produced by Arbed Saarstahl GmbH (Saarstahl), a West German manufacturer. 1 Specifically, plaintiffs challenge Commerce’s decision not to include subsidies in cost of production and constructed value calculations made pursuant to section 736(c) of the Tariff Act of 1930 as amended (Act). 19 U.S.C. § 1673e(c) (1982).
