OPINION
WINFREE, Justice.
I. INTRODUCTION
After leaving his job, an employee alleged that he had injured his back during his employment. The employer controverted benefits and the employee filed a workers' compensation claim with the Alaska Workers' Compensation Board. The employer controverted the compensation claim. A workers compensation statute states that if an employee does not request a hearing within two years of a notice of controversion, the employee's claim "is denied."
