OPINION
JONES, District Judge.
The claimant in this in rem civil forfeiture proceeding is Karapet Shimshiryan, a truck driver who transports goods in his tractor-trailer for a living. Shimshiryan’s tractor and the trailer are the defendant property. Shimshiryan has previously pleaded guilty to violating the federal criminal laws that prohibit transporting, concealing, or possessing contraband cigarettes. 1 In the present action, the government seeks the forfeiture of Shimshiryan’s tractor and trailer pursuant to the statute permitting the forfeiture of “an aircraft, vehicle, or vessel involved…
