This is a suit for damages for personal injuries alleged to have been sustained by a boy nine years of age, against a city of the second class, operating under the commission-manager form of government. The petition alleges that the city owned and operated an electric-light plant; that the electricity from one of its wires carrying a heavy voltage of electricity, because of improper insulation, was conducted by a guy wire from near the top of one of the poles to the ground and caused a steam or vapor to arise from the ground where the guy…
