MEMORANDUM OPINION
HENRY H. KENNEDY, JR., District Judge.
Angelo Gregory-Rivas (“Rivas”), a high school graduate of a District of Columbia Public School, brings this action against the District of Columbia and the superintendent of the District of Columbia Public School system (collectively “DCPS”), under the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. §§ 1400 et seq.
