When Congress deregulated the airline industry in the late 1970s, it sought to soften the blow to longtime airline employees who might lose their jobs in the expected industry shake-up. It therefore included in the de-regulatory. legislation an Employee Protection Program (“EPP”) for experienced airline workers who lost jobs or income as the result of a covered carrier’s bankruptcy or downsizing.
