Plaintiff Yvonne Stanton, as mother and guardian for K.T., seeks review of an administrative decision denying her request for a compensatory education award from the District of Columbia Public Schools (“DCPS”). Plaintiff alleges that DCPS violated the Individuals with Disabilities Education Improvement Act of 2004 (“ID-EIA”), which requires states receiving federal financial assistance to identify, locate, and evaluate children with disabilities and to provide them with a free appropriate public education (“FAPE”).
