MEMORANDUM OPINION

HUVELLE, District Judge.

Relying on a long-standing policy of the Bureau of Prisons (“BOP”) whereby the agency honored judicial recommendations regarding the placement of Zone C offenders, this Court sentenced Shawna Culter to 12 months imprisonment on March 28, 2002, and strongly recommended that she be placed in a Community Corrections Center (“CCC” or “halfway house”). As it had assured the Court that it would, BOP followed this recommendation, and on June 10, 2002, petitioner began serving her sentence at the Fairview CCC in Washington, D.C.
