OPINION

SPECTOR, Judge:

Both counsel and the court have brought this case to the point of decision on an expedited basis, for reasons which are mandated by the nature of the proceeding.

On January 3,1983, plaintiff filed a complaint herein for declaratory and injunctive relief, together with a motion for a preliminary injunction and an application for a temporary restraining order.
