MEMORANDUM AND ORDER

MAYER, Judge.

This complaint for injunctive relief and damages was filed on November 12, 1982, by plaintiff Space Age Engineering, Inc., an unsuccessful bidder for a Department of the Army contract. The contract was awarded on August 27, 1982, and performance of it began on October 1, 1982. The essence of plaintiffs complaint is that violations of a federal conflict of interest statute, 18 U.S.C. § 207, and improprieties in the evaluation of bids under the Army’s solicitation led to the award of the contract to a competitor.
