D. C. Ward, appellant, owns a one-story frame building, at least half a century old, on Fifth Avenue, Pittsburgh, in a residential neighborhood. On September 10, 1926, he was notified by the municipal authorities that his property was in “a dilapidated and unsafe condition” and that he must “make the same safe and secure, or raze [it], within thirty days from the above date, or the City of Pittsburgh [would] be compelled to do so at [his] expense.” He submitted plans for improving the property which, as he claims, complied with the notice from the city,…
