[¶ 1] Evelyn and Elijah A. are twins born in 2013. Because the twins’ parents had been convicted, in 2005, of the assault and manslaughter of their twenty-one-month-old son, Nathaniel, the twins went *916from the hospital into foster care. They have remained with the same foster parents since their birth, and although Evelyn has cerebral palsy that affects her ability to walk, both children are otherwise healthy.
