Plaintiffs David Esparza, Alan Mark, Anthony Mora, and Irene Redd (Plaintiffs) were peace officers employed by the Los Angeles County Office of Public Safety (OPS). The Los Angeles County Board of Supervisors (Board of Supervisors) voted to dissolve OPS and merge its functions with that of the Los Angeles County Sheriffs Department (Sheriff’s Department). Plaintiffs each had the opportunity to apply for deputy sheriff positions, but did not meet the Sheriff’s Department’s qualifications.
