ORS 166.025 provides that a person commits second-degree disorderly conduct if the person creates a “hazardous or physically offensive condition by any act which the person is not licensed or privileged to do” with intent to cause, or recklessly creating a risk of causing, public inconvenience, annoyance, or alarm.
