ORDER ADOPTING REPORT AND RECOMMENDATION
KENNEDY, District Judge.
Plaintiffs allege that they suffered permanent injuries from a train crash that was caused by the negligence of National Railroad Passenger Corporation. Plaintiffs filed this lawsuit on February 6, 2004, in the District Court for the District of Columbia. On June 30, 2004, defendant filed a motion to transfer venue pursuant to 28 U.S.C. § 1404(a).
