BAUER, Circuit Judge.

Walter Edwards brought this § 1983 action against two officers of the Skokie (Illinois) Police Department claiming that he was falsely arrested, in violation of the Fourth and Fourteenth Amendments. Edwards also included a state law claim for false imprisonment. Both parties moved for summary judgment on both counts. The district court held that the officers did not have probable cause to arrest Edwards; it also held that the officers were not entitled to qualified immunity.
