Lehighton Area School District (District) appeals from an order of the Court of Common Pleas of Carbon County that affirmed a final order of the Pennsylvania Labor Relations Board (PLRB) determining that the District committed an unfair labor practice when it discharged Larry Smith in retaliation for his union activities.
