DOYLE, Judge.

The American Federation of State, County and Municipal Employees, Council 13 (AFSCME) appeals an order of the Pennsylvania Labor Relations Board (PLRB) which dismissed AFSCME’s charge of unfair labor practices.

AFSCME represents personnel employed as inspectors by the Bureau of Standard Weights and Measures which Bureau is part of the Department of Agriculture; 1 the duty of the inspectors is to check the accuracy of measuring devices throughout the Commonwealth. 2 In' 1982 or 1983, the Commonwealth stopped performing vehicle tank meter inspections in Bucks County (measuring…
