FERGUSON, Circuit Judge:

Plaintiff-Appellant Robert E. Thompson appeals pro se the district court's dismissal of his civil rights action as to defendant Board of Regents of the University of California and the district court’s grant of summary judgment in favor of the County of Los Angeles. Thompson’s complaint alleged he was not promptly arraigned after his warrantless arrest in violation of his Fourth Amendment rights, and that prior to his unconditional release from jail more than five days after his arrest, he was subjected to unconstitutional prison procedures and conditions in violation…
