Plaintiff, the personal representative of the estate of her deceased son, Travis Clifford (Travis), appeals, assigning error to the allowance of summary judgment in favor of defendant City of Clatskanie on plaintiff’s claim for “Wrongful Death Outrageous Conduct.” That claim was based on alleged misconduct by three of defendant’s police officers, Kuehl, Turks, and Short.
