Appellant, a college graduate and recipient of a master’s degree from Yale University, was hired by the Atlanta Board of Education in 1977 to work in its Youth Employment Program. The objective of the program was to employ economically disadvantaged youths residing in the City of Atlanta. Funds for the program were provided by the United States Department of Labor under the Comprehensive Employment and Training Act of 1973 (CETA).
