The issue in this appeal involves whether the civil service provisions of the charter of the city of Bridgeport require that the appointment of teachers from within the school system to administrative *200positions within the system be made pursuant to civil service examinations. The named defendant appeals1 from the judgment of the trial court on the plaintiffs complaint for a declaratory judgment. That judgment declared in effect that no such examinations are required. We find no error.
