Plaintiffs are unincorporated labor organizations representing federal workers employed at the Naval Weapons Center, China Lake, California. Their complaint, which has been transferred here from the District Court for the Northern District of California, 1 seeks temporary and permanent injunctive relief enjoining the United States Navy from contracting out certain work to Pan Am World Services, Inc.
