Unfortunately, this case is yet another skirmish in the seemingly never-ending war (at least in this jurisdiction) pitting the public school system against handicapped children and their parents on the battlefield of the Education of the Handicapped Act (“EHA”), 20 U.S.C. § 1400 et seq.
