The Federal Election Commission (FEC or the Commission) appeals from a decision of the district court, see Common Cause v. FEC, 655 F.Supp. 619 (D.D.C.1986), rejecting its interpretation of a provision of the Federal Election Campaign Act (FECA or the Act), which prohibits the use of a candidate’s name in the “name” of any unauthorized “political committee,” 2 U.S.C. § 432(e)(4).
