On June 14, 1991, a group known as the Duquesne Interruptible Complainants1 (DIC) filed a formal complaint before the Pennsylvania Public Utility Commission (Commission) asking the Commission to find the then current $2.00/kw interruptible credit contained in the Duquesne Light Company’s (Duquesne) Rate HVPS (High Voltage Power Service) and Rider No. 7 (Rate L Large Power Service) unjust and unreasonable, in violation of Section 1301 of the Public Utility Code,2 66 Pa.C.S. § 1301.
