These are consolidated petitions for review by industrial ratepayers from an order of the Pennsylvania Public Utility Commission (PUC or Commission) in a general base rate case in which West Penn Power Company (West Penn or the utility) applied for an increase in rates. 1 On March 15, 1990, West Penn filed supplements to existing tariffs, which were calculated to produce approximately $56,880,000 in additional annual revenues, an increase of approximately 7.9%.
