Plaintiff Kimberly A.Q. Milligan brought this action against the Secretary of State 1 alleging discrimination on the basis of race and color and a hostile work environment in violation of Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e, et seq.
