Appellant, Unocal Pipeline Company (“Unocal”), filed a suit for declaratory judgment seeking resolution of controversies arising from its withdrawal from the Trans-Alaska Pipeline System and the accompanying Trans-Alaska Pipeline System Agreement. Unocal and the appellees, BP Pipelines (Alaska) Inc., Conoco Phillips Transportation Alaska, Inc., and Exxon-Mobil Pipeline Co.
