Plaintiffs bring this consolidated action pursuant to 19 U.S.C. § 1516a(2)(B)(iii) (1988) to contest the final determination by the International Trade Administration (ITA) in the 1987-1988 administrative review of the antidumping duty order issued in Circular Welded Carbon Steel Pipes and Tubes from Thailand, 51 Fed.
