MEMORANDUM OPINION AND ORDER
KYLE, District Judge.
INTRODUCTION
Plaintiffs Jeffrey Caswell, Victoria Cas-well, and Russ Dryer (“Plaintiffs”) allege that Defendant City of Bloomington (the “City”) violated their rights under the United States and Minnesota Constitutions by enacting an ordinance that fails to protect them from potential hazards associated with being in the vicinity of an airport runway. This matter comes before the Court on the City’s Motion for Summary Judgment. For the reasons set forth below, the Court will grant the Motion.
