*538{¶ 1} Appellees challenged the constitutionality of R.C. 2923.12, 2923.16, 4749.06, and 4749.10, facially and as applied. The Hamilton County Court of Common Pleas issued extensive findings of fact and conclusions of law and entered judgment that R.C. 2923.12, 2923.16, 4749.06, and 4749.10 are unconstitutional. The court ordered a permanent injunction against arrest and prosecution of the plaintiffs (now appellees) as well as a permanent injunction against the arrest and prosecution of “law-abiding citizens within Hamilton County, Ohio,” for violating R.C. 2923.12, 2923.16, 4749.06, or…
