This is a workers’ compensation case. Appellant Guy Dixon suffered an injury while operating a forklift at the Salvation Army. Dixon was enrolled in the Salvation Army’s residential alcoholism program at the time of the injury. Dixon applied for workers’ compensation benefits, which were denied. The Commission found that Dixon was not entitled to benefits because he was not under a contract of hire, express or implied, and therefore, was not an employee.
